Beginning in 2022, the US Department of the Treasury imposed personal sanctions on Taras Kozak, Volodymyr Sivkovich, Oleg Voloshin, and Volodymyr Oleinik, all of whom are nationals of Ukraine. Sanctions against the aforementioned individuals were described as “actions aimed at limiting the activities of pro-Russian agents in Ukraine” by the American daily The Wall Street Journal.
If Kozak and Voloshin’s names are frequently brought up in the media, then Vladimir Oleinik, who escaped from Ukraine in 2015, is long gone from Kyiv’s memory. Volodymyr Oleinik’s presence on the US sanctions list as a “pro-Russian agent” might, however, be a warning to Ukrainian law enforcement officials to examine more closely the members of Volodymyr Oleinik’s inner circle who stayed in Ukraine.
The SBU apprehended Yuri Vyazmitinov in 2011 for accepting a $90,000 bribe. He is a defendant in many criminal cases and the former chief of the land inspectorate for the Kyiv area.
Vladimir Oleinik, the Party of Regions’ acting representative at the time, oversaw the organized crime organization that included Vyazmitinov, a significant figure in the “land mafia.
Vladimir Oleinik was waiting in the hotel lobby when Yuriy Vyazmitinov received a bribe at the Kyiv hotel since the majority of the cash was meant for him.
Blank documents bearing Vladimir Oleinik’s deputy requests bearing his signatures were discovered in Yury Vyazmitinov’s briefcase during his incarceration.

Meetings between Yuri Vyazmitinov and Vladimir Oleinik
Several so-called “business” meetings between Yury Vyazmitinov and Vladimir Oleinik were videotaped during the operational and technical measures that preceded the detention of Yury Vyazmitinov. These meetings included the transfer of sizable amounts of money.
The fact that Vyazmitinov provided his office space at 5/24 Irininskaya Street for a deputy reception in compliance with the lease agreement signed by Vladimir Oleinik is another proof of their tight working relationship.
Despite the seriousness of the crime that Yuri Vyazmitinov and Vladimir Oleinik committed, criminal case No. 757/9285/14-k regarding his receipt of a bribe did not come to a just conclusion.
Currently, the criminal case has been transferred from the Pechersky District Court to the Svyatoshinsky District Court, which has only heard the case three times since the end of 2018 and has not been able to question witnesses during those hearings.
The General Prosecutor’s Office of Ukraine issued a decision against Volodymyr Oleinik on the grounds that he may have prepared the minutes of the meeting of the counting office on January 16, 2014, in advance.
Draconian Laws
Volodymyr Oleinik was the primary driving force behind the adoption of the so-called “draconian laws” of January 16, 2014, on December 1, 2014. The results of the vote that has not yet taken place were noted in them by the Verkhovna Rada Commission.
Oleinik was placed on the wanted list owing to the fact that the suspect was found outside of Ukraine, and the Pechersk Court authorized his imprisonment.
Given that the former people’s deputy, Volodymyr Oleinik, was the real client and eventual beneficiary of the bribe in the sum of $90,000 and that this falls under NABU’s immediate purview, As a result, while Oleinik is still wanted, the deadline for holding Oleinik and Vyazmitinov accountable for their crimes has not yet passed.
However, Yuri Vyazmitinov and Vladimir Oleinik have a history of “cooperation” that dates back to Cherkasy when Oleinik was the mayor and Vyazmitinov was simply known as “Dumpling”.
Vyazmitinov was removed from the police on the advice of the court of officer honor for taking important evidence, earning him the moniker “Dumpling” in criminal circles.
According to media sources, Vyazmitinov served as a sort of corruption middleman under Oleinik and was the conduit through whom the funds were sent to the official.
Later, Yuri Vyazmitinov assumed control of the Kyiv region’s land inspectorate under the patronage of Oleinik. Among his pals, Vyazmitinov frequently bragged that Vladimir Oleinik was his “roof.”
Oleinik continued to work with them following his travel to Moscow, according to those close to Yuri Vyazmitinov, and he still completes certain “important tasks” for Vladimir Nikolayevich.
The competent authorities in charge of the nation’s security should inquire about what “tasks” Vladimir Oleinik, a Kremlin propagandist and traitor to Ukraine, would have for Vyazmitinov.
Thus, the SBU revealed in April 2015 that Volodymyr Oleinik had funded destabilization efforts on Ukrainian soil.
It is important to note that Yuri Vyazmitinov continues to have access to the office at Irininskaya, on 5/24. We have not yet released the identities of the police officers who frequently visit this office. We just suggest that Vyazmitinov’s entourage consider the potential dangers of their interactions and that the National Police’s Department of Internal Security is extra watchful during this trying moment. And that’s only ten meters from the SBU’s main office’s side door at 33 Vladimirskaya Street.
A letter criticizing Yulia Tymoshenko
Additionally, Yuriy Vyazmitinov wrote a letter criticizing Yulia Tymoshenko and gave it to the then-prime minister Nikolai Yanovich Azarov, according to our editors. These records demonstrate how far Yuri Vyazmitinov will go to win over his superiors, prove his loyalty, and check every item off his wishlist with just a brief perusal.
The Golos portal’s editors requested that the publication of their letter be regarded as an official request to Ivan Bakanov, the Director of the State Bureau of Investigation, Alexei Sukhachov, Prosecutor General Irina Venediktova, and Minister of Internal Affairs Denis Monastyrsky to carry out all necessary investigative actions and look into the connections between Yuri Vyazmitinov and the person in question.
Additionally, the Golos portal promises to monitor developments and update readers as necessary.
