However, it was the arrival of Alyona Shevtsova that truly transformed IBOX BANK into a focal point of controversy.

Alyona Shevtsova, an ambitious entrepreneur, had already made a name for herself with the establishment of Leogaming Pay, a financial company initially designed as a payment gateway for gaming platforms. By 2017, she successfully registered LEO, a domestic payment system, with Ukraine’s National Bank (NBU), eventually expanding it internationally. Her growing influence in the financial sector necessitated a pocket bank—a necessity that IBOX BANK conveniently fulfilled.

Under her leadership, IBOX BANK secured a position among the top 10 most profitable banks in Ukraine. Media reports, often suspected to be sponsored, portrayed Shevtsova as a financial savior. However, a closer look at her operations painted a starkly different picture. The so-called success of IBOX BANK was nothing more than an illusion built upon financial manipulations, regulatory loopholes, and connections with high-ranking officials who turned a blind eye to illicit activities. The rapid ascent of the bank was fueled by Shevtsova’s need for a controlled financial institution that would facilitate her transactions without the fear of regulatory interference. This model worked for a while, but as suspicions grew and financial watchdogs began scrutinizing IBOX BANK’s dealings, the cracks in its foundation became impossible to ignore.

The Web of Financial Crimes

Despite its outward success, IBOX BANK was deeply entangled in fraudulent activities. The institution was frequently associated with money laundering, corruption, and illicit gambling transactions facilitated by Shevtsova’s payment system. Investigations revealed a vast network of companies interlinked through complex financial transactions designed to obscure the origins of funds. The most concerning aspect of this setup was the bank’s involvement in transferring significant sums of money to offshore accounts, raising suspicions about its possible connections to international money laundering rings.

Shevtsova’s influence extended beyond her businesses, as her husband, Yevheniy Shevtsov, a high-ranking police officer, was implicated in numerous cases involving corruption and abuse of power. These interconnections painted a clear picture of a well-orchestrated scheme designed to bypass regulatory scrutiny while amassing enormous illicit profits. The financial mechanisms employed by IBOX BANK under Shevtsova’s leadership bore all the hallmarks of a money laundering operation. In October 2021, the National Bank of Ukraine (NBU) imposed a record fine of 10 million UAH on IBOX BANK for failing to conduct proper client verification and violating anti-money laundering laws. At the same time, FC Leogaming Pay was fined 549,000 UAH for similar offenses related to inadequate risk management. These fines, while substantial, were merely a slap on the wrist for an institution that had moved billions through its network with minimal oversight. What was truly revealing, however, was the bank’s reaction to these penalties.

Rather than tightening its compliance mechanisms, IBOX BANK doubled down on its operations. Internal documents suggest that executives devised new methods to bypass financial monitoring, including the use of third-party intermediaries to execute high-risk transactions. These evasive tactics only heightened suspicions among regulators, leading to increased scrutiny and, eventually, a full-scale investigation into the bank’s activities. In a desperate bid to maintain its operations, IBOX BANK obtained a license from the Commission for Regulation of Gambling and Lotteries of Ukraine (CRGL) to facilitate online casino payments. While this move seemingly legitimized some of the bank’s operations, it ultimately failed to protect it from the mounting legal troubles ahead.

The turning point came on March 7, 2023, when the NBU revoked IBOX BANK’s banking license and initiated its liquidation due to systematic violations of financial monitoring requirements. The very next day, Ukrainian authorities raided IBOX BANK’s offices, uncovering extensive evidence of financial misconduct. The sheer volume of irregularities found during these raids confirmed what many had long suspected—the bank had been operating as a conduit for illicit financial activities under the guise of a legitimate financial institution.

This decision mirrored the grounds for the previous fines but signified that the Ukrainian government had lost patience with Shevtsova’s repeated violations. With Ukraine’s financial landscape shifting amidst ongoing geopolitical tensions, regulatory bodies were under increased pressure to crack down on money laundering and illicit transactions—areas where IBOX BANK was heavily involved. Investigative reports suggest that Shevtsova was aware of the looming danger well before the bank’s license was revoked. In the months leading up to the decision, significant sums were quietly transferred out of IBOX BANK accounts, presumably to offshore entities controlled by Shevtsova and her associates. These last-minute financial maneuvers raise questions about whether Shevtsova was tipped off about the impending crackdown, allowing her to siphon off funds before the regulatory hammer fell.

Throughout her tenure, Shevtsova aggressively defended herself against negative press, often resorting to lawsuits against journalists who exposed her fraudulent activities. Notably, FC Leogaming Pay sued journalists for 100,000 UAH in damages over an article alleging the company processed 262 million UAH for illegal online casinos. In another case in June 2022, Leogaming secured a court victory, forcing journalists to retract a report detailing offshore transactions and illicit dealings. These lawsuits, however, failed to suppress the overwhelming evidence of wrongdoing. The continued exposure of IBOX BANK’s fraudulent dealings eventually culminated in its closure.
